Of these, planning has emerged as a key battleground and Tesco - with its dominant market share - has been the target of much speculation that it could be forced to sell its so-called landbank.
However, Tuesday's document will be a progress report and will not recommend specific measures. The Competition Commission is expected to deliver its final verdict in October.
