The Budget widened business rates relief for small shops and capped bill rises at inflation for the rest of the high street, sparing independent retailers a sharp increase next year and turning it into a cut. Big retailers will pay more, wiping out the savings they made from last year’s reform.

England’s independent shops will pay about £2.2bn in business rates in 2027-28, about 3% less than this year, according to Retail Week analysis. Without the changes, they would have paid about 9% more. England’s biggest retailers will pay about £4.7bn, about 3.5% more than this year and above what they paid two years ago, before last year’s reform.
