The£1 billion project, backed by Bath & North East Somerset Council and the South West of England Regional Development Agency, aims to bring a mix of new uses to the 50 acre (20 ha) brownfield site to the west of the city centre.
A master plan is being drawn up for the site, which is likely to contain a substantial retail element. The site is seen as Bath's last major land resource, because most of the city centre, a World Heritage site, is constrained by conservation issues.
It is anticipated that work will start on the site in late 2006, with a 12-year development programme.
